The office isn’t coming back the way headlines say it is, and your candidates already know that. While CEOs make noise about five-day mandates, the market has quietly settled into a new normal: flexibility is now baseline, not a perk. Companies clinging to rigid RTO policies are losing top talent to competitors who get it.

The noise vs. the signal

RTO mandates dominate headlines, but the data tells a different story. Flexibility has settled at a level several times higher than before the pandemic, with most remote-capable roles now hybrid or fully remote. Even if every announced mandate were to take full effect, the national work-from-home share would barely budge. The story isn’t reversal, it’s normalization.

Flexibility isn’t one-size-fits-all

Work arrangements vary sharply by field:

  • Tech, marketing, legal, finance: Most hybrid and remote flexibility.

  • Healthcare, admin: Overwhelmingly on-site; the work is physically anchored.

The takeaway: Ditch blanket policies. Match the posting to the field norm, then explain the reasoning to candidates.

1) Write the arrangement into the role, not the policy

A company-wide “we’re hybrid” undersells roles where full remote is realistic and oversells on-site needs. Be specific.

2) Structure hybrid days, don’t mandate headcount

Coordinated in-office days (“team in Tuesday โ€“Thursday”) beat vague attendance quotas, for collaboration and retention. Candidates want clarity on when and why in-office matters.

3) Widen the funnel

Remote-eligible postings draw larger, more diverse pools and close faster; they’re not limited to commuters. Distributed hiring = faster time-to-hire.

4) Disclose AI inย screening

AI screening is standard, but trust is thin. Be upfront about where tools are used, and that a human makes the final call.

5) Treat flexibility as retention
